Also, is there any project working in a non cygwin port of rsync?

In case anybody needs it, here is a ZIP with rsync and cygwin dll.

*Sigh* Please don't do that. You can't provide the cygwin dll without
also providing the source. It doesn't matter if you mean well, it
simply isn't permitted.

There are others who have done it right and are providing the cygwin
dll and a precompiled cygwin rsync, with sources. I don't have the
URL handy but it has come up on this list so a simple archive search
should locate it. The same search would also probably make it clear
that you can't provide a cygwin+rsync binary distribution without
sources for cygwin.

Also, Cygwin no longer requires a full installation. You can now pick
and choose what you want, so you can use Cygwin setup.exe to install
*only* the Cygwin package and the rsync package. That's not the
default, but you are able to click your way to that combination.

Since it works under Cygwin, why would one bother?
I thought since cygwin needs a more or less complicated setup, somebody
would find usefull to have a single exe native win32 version rsync, but now
that cygwin can be used to install a single package, I think this is
irrelevant.

It sounded like he had a working installation already, and just needed to
add rsync to it. I did mine by compiling it in (though i wonder if the
one you supply might not have that annoying "conection reset by peer"
error or whatever it was). I tried rerunning setup once, just checking
the packages i wanted to add, and it left me with a minimal installation,
wiping out everything i didn't check in the setup. I figured grabbing the
tar.bz2 and untarring it in / would be more efficient for him.
